I need one developer that can create a Website like www.localbitcoins.com but for an altcoin of my choice.

Users should be able to:

- Get a reference ID for each transaction
- Create accounts login / log out
- Each account must get a Valid altcoin address (for transactions)
- Mobile Friendly
- confirm that they made payments by uploading the corresponding payment ticket.
- Make payments in 200 minutes else each transaction will be cancelled.
- The Website should act as an
intermediary seller---website holds the coins---buyer make payment---seller release the coins


admin should

- Block and unblock accounts
- be able to fix fee rate
- be able to modify reserve quantity
